Add support for tagging items (pages, events, weblinks, whatever).

• Options for item owners to specify whether other users are allowed to add tags.
• Allow for multiple users to add the same tag, so it doesn’t go away unless everyone who added it removes it, or if the item owner or an admin removes it.
